Best Medical Education In Russia
The All-Russian Scientific and Practical Conference with international participation has developed and approved a list of measures to ensure the quality of training of specialists with higher and secondary medical and pharmaceutical education. The meeting was held in November on the basis of the Samara State Medical University. The participants discussed the topic “Continuous Professional Development of Specialists in the Conditions of Reforming Russian Education and Public Health”. Broad representation indicated the importance of the problem.
Unlike earlier similar events at this conference, the problems of Russian medical and pharmaceutical education were first discussed jointly by the heads of both higher and secondary vocational schools. In addition, the meeting was attended by representatives of the State Duma of the Russian Federation, the Ministry of Education and Science of the Russian Federation, and regional authorities.
What was most exciting for the audience? First of all, the current situation in the country with human resources for health. It’s quite complicated. There is an imbalance between doctors and average medical personnel, there is a shortage of specialists in the village, and there are difficulties with upgrading the skills. This was pointed out by VadimEgorov, Director of the Department of Education and Human Resource Development of the Ministry of Healthcare and Social Development of the Russian Federation. “We are reviewing the existing targeted training programs, we are making adjustments to educational standards,” he said. “But much depends on the subjects of the federation.” To improve the situation, the representative of the Ministry suggested developing cooperation between universities, creating regional employment centers for students and specialists, and raising the social status of the doctor.
The second issue discussed is the quality of training of medical and pharmaceutical workers. Today, the world trends are such that knowledge is becoming obsolete by 15 percent per year, and within six years is completely updated. Hence it follows that education needs to be solved by the task of building a system of training and improving the qualifications of teachers in medical universities and providing pedagogical practice of graduate students with new methodological literature. So thinks the deputy of the State Duma of the Russian Federation, a member of the committee on health protection Tatyana Yakovleva. In her speech, she noted that the society’s need for new knowledge and educational technologies is growing, which means that we need to restructure the education system at the pre-university, undergraduate and postgraduate levels, while preserving their continuity. According to T. Yakovleva, work on educational standards of the third generation will lead universities to create modular structures of curricula, the introduction of innovative educational technologies, the new methodological support of the educational process. And now it is necessary to increase research and innovation activity, create a common information space, develop technologies for effective practical training, which serve as the basis for the professional competence of a specialist. A deputy of the State Duma of the Russian Federation drew attention to the fact that health care institutions need repair and reconstruction, they require equipping with informatization tools. In her understanding, the modernization of health care and education should complement each other. new methodological support of the educational process. The author of the report was the rector of the Samara State Medical University, the chairman of the Council of Rectors of Medical and Pharmaceutical Universities of Russia, the academician of the Russian Academy of Medical Sciences Gennady Kotelnikov, who dedicated the development of innovative approaches to teaching and quality of medical education. He stressed that the universities of the Ministry of Health and Social Development of Russia have a huge potential: they have more than 220,000 students, and more than 30,000 doctors and pharmacists are produced annually. In the health of the country, significant financial resources are pouring in. Medical education does not pass to bachelor’s and master’s degrees. This, from the point of view of the academician, serves as the most important factors of stability, under which the main tasks of modernization can be considered the discussion and introduction of state standards for the new generation, laws on education and health,
There are acute issues in postgraduate medical education. About them spoke the rector of the Russian Moscow State Academy of Postgraduate Education, Academician of the Russian Academy of Medical Sciences Larissa Moshetova. She proposed to establish federal state requirements for the structure and content of programs for additional professional education in terms of professional retraining and advanced training of specialists with higher medical and pharmaceutical education.
The third problem discussed at the conference was the moral aspect of medical and pharmaceutical education. Within the framework of this topic it was a question of a healthy way of life. Deputy T. Yakovleva believes that in medical schools and colleges there should be statistical information about students-smokers and those who use drugs, as well as health and sports complexes. Another participant of the conference, the archbishop of Samara and Syzran, Sergius, called on to preserve moral values and to inculcate them to the younger generation.
In general, although the range of issues of interest to the audience was wide enough, the participants thoroughly discussed the topic identified by the conference and concluded that the focus of educational activity should be the focus on results. To improve the quality of medical and pharmaceutical education, it is first of all necessary to improve its legal and regulatory framework and create information support systems for the educational process. This will help to ensure the relevant competencies and competitiveness of specialists in the labor market. Efforts of rectors of universities and directors of colleges should be combined. Only by solving the problem of staffing the industry in a complex can we improve the quality of training, and, consequently, a decent level of medical care for the population of the country.
